Pursuant to Title 40, Code of Federal Regulations 1506.6(b) notice is hereby given by the Houston Airport System (HAS), that a Draft Environmental Assessment (EA) has been prepared to evaluate the potential environmental impacts of the proposed West Concourse Expansion Project (Proposed Project) at William P. Hobby Airport (HOU).
HAS is proposing to implement the West Concourse Expansion project, which is part of the larger HOU Domestic Redevelopment Program, to carry forward the Airport’s award-winning passenger experience with modern terminal interiors, passenger facilities, and customer service initiatives. The proposed project action includes construction of six additional domestic gates, one additional international gate, and associated terminal and airport infrastructure improvements.
The Draft EA evaluates the potential environmental effects of the Proposed Project described above and has been prepared pursuant to the requirements of Section 102(2)(c) of the National Environmental Policy Act of 1969 (NEPA). The FAA is the lead federal agency to ensure compliance with NEPA for airport development actions. The Draft EA has also been prepared in accordance with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures, and FAA Order 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Actions. The Draft EA includes an analysis of reasonable alternatives, potential environmental impacts, and mitigation measures, as appropriate.

Public Meeting:
A Public Meeting on the Draft EA may be requested by the public at any time prior to January 12, 2024, at 5 PM Central Standard Time (CST) via email at hobbywestconcourse@houstontx.gov. If a public meeting is requested, the meeting will occur within approximately two weeks of January 12, 2024, with the date and time posted on fly2houston.com/HOU-Draft EA.
