Olivier is a woman-owned minority business that provides consulting services in the areas of project controls, contract administration/compliance, and management oversight. Olivier has been a licensed CPA for over 20 years and recently graduated from Texas A&M University’s Executive MBA Program. She started Olivier in 2002 and incorporated the company in 2009.
Olivier is forging relationships and building upon its professional reputation by adding value as a “support services” subconsultant on the Houston Aviation Alliance team’s IAH Terminal Redevelopment Program (ITRP) at Bush Intercontinental Airport. Olivier staff members Jonathan Lee and Bernard Willingham are part of the ITRP team, and their work has been integral to the strides the team makes every day.
Lee serves as Invoice Audit and Compliance Administrator. He supports the ITRP team through the application of sound cost verification and contract-based assessments of all applications for payment and reported financial information. He also collects, integrates, and reports Actual Cost of Work Performed and provides quality information to support decisions that drive improved delivery by supplier organizations. Lee is also serving as a key member in the development of an Online Invoicing System (OLIS) for the ITRP program as well as the Houston Airport System.
Willingham, ITRP Compliance Officer, serves in a crucial role by managing the Airport’s MWBE, Pay or Play, and Labor Compliance programs for ITRP. He ensures all contract goals, policies, and procedures for the three programs are met. Willingham provides essential coordination between MWBE firms, Prime consultants, the Executive Program Manager, and the Houston Airport System.

The ITRP is Olivier’s first assignment at Bush but current and previous aviation projects include Hobby Airport, Los Angeles International Airport, San Francisco Airport, Dallas Love Field Airport, and Charleston Airport, as well as several public transportation, school district, and municipality clients.
She said the company’s calling card is building upon its reputation by “delivering quality services with motivated and competent staff. Our mission is to provide value-added services that lead to long-term partnerships and provide career opportunities for those who might not be afforded a chance to work at some of the larger firms.”
Olivier is always working to make strategic improvements to its operations; thus, they’ve recently added the skillsets of team member Wendell Olivier, a retired decorated Master Sergeant with 20-plus years of service in the U.S. Air Force. Additionally, team member Devin Roy is laying the groundwork for Olivier to further focus on project development and quality control.
